Singapore has recently introduced a series of measures to reinvigorate its equities market. The Monetary Authority of Singapore (MAS) has launched a S$5 billion Equity Market Development Program, aimed at investing in domestic stocks to attract fund managers and boost market activity.

To further entice listings, MAS has unveiled tax incentives, including corporate income tax rebates for new primary listings and rebates for secondary listings with share issuance. These initiatives seek to reverse the decline in listings, enhance trading liquidity, and position Singapore as a premier hub for capital raising and investment in Asia.

With heightened investor interest in identifying the next major opportunity, companies must be prepared to capitalise on the market’s renewed momentum. Regardless of these new measures, the fundamentals remain unchanged—investors seek companies that can create, preserve, and protect value in the short and long term.

Whether preparing for an IPO, attracting investors as a small- or mid-cap company, or maintaining a strong position as an existing Straits Times Index (STI) constituent, having a robust communications strategy is essential. Ensuring clear and compelling messaging can significantly impact investor perception and engagement.

Companies Seeking to IPO

  • MAS proposes streamlining prospectus requirements, focusing on core disclosures that emphasise the most relevant and material information.
  • This shift underscores the importance of quality over quantity, aiding investors in making informed decisions.
  • Companies preparing for an IPO should ensure their disclosures highlight key market drivers, risks, opportunities, and other material topics.
  • The IPO prospectus serves as a prototype for future annual reports—getting the messaging right from the outset is crucial, as first impressions matter.
  • Clear articulation of value creation drivers, business model, market considerations, and strategy is essential to attract investor confidence.

A well-executed communication strategy can help companies articulate their value, engage investors effectively, and set themselves on a path to growth alongside the broader equities market.

Small- and Mid-Cap Companies Seeking Investment

  • The primary challenge for small- and mid-cap companies is increasing visibility among investors.
  • MAS’ expansion of the Research Development Grant Scheme under the Grant for Equity Market Singapore (GEMS) will enhance research coverage of Singapore-listed companies and bolster the local equity research ecosystem.
  • Financial institutions—including brokers, fund managers, venture capital and private equity firms, private banks, and credit rating agencies—will play an increasingly vital role in helping small- and mid-cap companies to get heard.
  • Small- and mid-cap companies must address the needs of the financial institutions by clearly articulating their long-term growth plans, potential trajectory, and investment case.
  • Effectively communicating a compelling investment story can help balance investor perception of opportunities versus challenges that often beset small- and mid-sized companies such as liquidity and market volatility.

Existing Straits Times Index (STI) Constituents

  • While the MAS measures do not specifically target STI constituents, these companies will inevitably benefit from the increased dynamism of the market and investor interest.
  • Demonstrating market leadership is key— highlighting how participation in Singapore's rejuvenated market aligns with the company's long-term strategy and stability can reinforce investor confidence.
  • Emphasising consistent dividend policies can appeal to investors seeking reliable returns in a revitalised market environment.
  • Above all, reaffirming a commitment to governance, transparency, and regulatory compliance will further strengthen investor trust.

Charting the path forward in Corporate Reporting

As Singapore’s equities market embarks on a new growth phase, companies must ensure their communication strategies are aligned with investor expectations. A well-executed communication strategy can help companies articulate their value, engage investors effectively, and set themselves on a path to growth alongside the broader equities market.
